Sir, I respectfully submit importance to the rehabilitation of the Colony that impediments like the Moratorium should be removed as soon as possible, and I appeal to Your Excellency to direct that the highest priority be given by your officers to deal with this question.

The Hon. Mr. Landale said :

I rise to second Mr. Lo's motion and in doing so would like to endorse all the points he has raised in moving it.

I would, however, like to lay special emphasis on one of them. To my certain knowledge the question of debtor-creditor relationship has been receiving the consideration of H.M. Government for at least a full year and I submit that this is amply sufficient time for the Government to have obtained all the relevant information on the problem and to have arrived at a definite decision.
